But few weeks after i went for clean install and login delay disappeared. Just wanted to come back and add that the slow boot was fixed for me by shutting the computer down completely, disconnecting power and all peripherals, reconnecting them all swapping usb plugs around into different sockets and switching the machine back on again.
Boot time has been around 19 seconds since I made the original post, but is now back to 8 seconds or so every time. Thanks so much for this.
I was having a similar issue boot time went up all the way to seconds on a SSD. I was very close to formatting the whole PC! Just want to bump this by saying I am having the exact same issue, tried it on multiple high end PCs and they all exhibit the same behaviour from both clean install and in-place upgrade.
